Can she use my unemployement w2 form to file her taxes?

If your friend is unemployed, she received a 1099G, this is considered income but you don't input it like a w-2, there is a question when you do your taxes , do you have a 1099 to report. The Federal Government taxes unemployment, the state doesn't.
