What was Hayek referring to when he said, "time and place"?

I am currently reading his essay, "Use of Knowledge in Society," and wanted some more information when he wrote, "We need decentralization because only thus can we insure that the knowledge of the particular cirstances of TIME AND PLACE will be promptly used."
