Is it illegal to form a militia for the purpose of keeping the government in check?

Forming a militia to overthrow the government is treason, and that's illegal, in fact it's pretty much the most illegal thing you can do. Also a militia you form in the basement of a pool hall could hardly be considered "well regulated", the well regulated Militia in the constitution is the US Military.
