What constitutes stealing company secrets?

Division of company I work for is closing our office to consolidate operations. Some people I work with are using company time and resources, information; supplier contacts, customer base and possibly pricing info, to start their venture. My opinion is this is illegal. While I do not want to be a narc, their activities could put my severance package, and those I work with in jeopardy, if HQ finds out.
